‘Heartless’ Florida man accused of locking malnourished puppy in garage without food or water

An 18-year-old Florida man has been arrested after authorities say a 10-week-old puppy died from severe starvation and neglect after being left locked inside a detached garage without adequate food, water or care.

The investigation began on July 1 when deputies from the Flagler County Sheriff’s Office responded to an apartment complex in Palm Coast after residents discovered a severely malnourished puppy inside a locked garage on Sunset Boulevard. Animal Control officers rescued the young dog and rushed her for emergency veterinary treatment.

Despite efforts to save her, the Bluetick Coonhound and Australian Shepherd mix died three days later. A veterinarian determined that the puppy had no underlying medical condition and concluded that she died from organ failure caused by prolonged starvation.

Investigators identified the owner as 18-year-old Chance Jones, who had acquired the puppy earlier this year. According to the Sheriff’s Office, Jones admitted he frequently left home for extended periods, returning only occasionally to feed the dog. Detectives also allege that he hid the puppy in the garage after noticing her deteriorating condition rather than seeking veterinary care.

Authorities said the puppy was confined in a dark garage without proper access to food, water or basic care before being discovered by concerned residents. Jones was arrested and charged with aggravated animal cruelty and unlawful confinement of an animal.

Flagler County Sheriff Rick Staly described the case as one of the most disturbing examples of animal neglect he has encountered during his career.

“That puppy couldn’t tell anyone she needed help,” Staly said. “If you can’t properly care for an animal, don’t take one in.”

Officials have not released further details about whether anyone else lived at the property or how long the puppy remained confined before neighbors alerted authorities. The investigation remains ongoing.

Animal Welfare, Veterinary Care and Responsible Pet Ownership

Animal welfare experts stress that puppies require daily access to nutritious food, clean water, shelter and regular veterinary care during their early development. Neglecting these basic needs can quickly lead to dehydration, organ failure and death. Responsible pet ownership includes recognizing signs of illness, seeking prompt veterinary treatment and ensuring animals are never left without proper supervision or care. Early intervention not only improves animal welfare but can also prevent serious legal consequences under animal cruelty laws.
