Welsh Politician Calls for Mandatory Training Before People Can Own a Rabbit

A Welsh lawmaker has proposed that prospective rabbit owners should complete a short training course before being allowed to keep the popular pets, arguing that better education could help improve animal welfare and reduce cases of neglect.

Mike Hedges, a Labour member of the Welsh Parliament (Senedd) representing Gower, said ownership should only be permitted after people demonstrate they understand the basic needs of rabbits and how to care for them responsibly.

Speaking during First Minister’s Questions, Hedges argued that the way society treats animals reflects its values, adding that mistreatment—whether caused by cruelty or a lack of knowledge—has wider social implications.

He pointed to scientific research suggesting that many animals are sentient beings capable of experiencing emotions such as pleasure, fear, pain, and distress, and said this should be reflected in stronger animal welfare legislation.

Among the measures he proposed were mandatory microchipping for cats, a ban on tethering horses, restrictions on keeping primates as pets, an end to cage breeding of game birds, a ban on Larsen traps, and compulsory training for anyone wishing to own a rabbit.

According to Hedges, the proposed rabbit ownership course would ensure prospective owners understand the animals’ welfare requirements before taking responsibility for them.

Responding to the proposal, Wales’ First Minister described the country as a “nation of animal lovers” and reiterated the government’s commitment to maintaining high standards of animal welfare. However, he stopped short of endorsing the idea of mandatory rabbit ownership training.

The First Minister said legislation remains one option for improving animal welfare and emphasized that the government would continue monitoring existing standards while remaining open to considering additional measures where necessary.

The proposal has sparked discussion about whether pet ownership should require formal education, particularly for animals whose care needs are often underestimated despite being among the world’s most popular household pets.

Animal welfare organizations have increasingly highlighted that rabbits are frequently misunderstood pets with complex physical, social, and environmental needs. Experts say rabbits require spacious living environments, appropriate nutrition, regular veterinary care, and social interaction to thrive. As awareness grows, many countries are reviewing pet welfare policies aimed at promoting responsible ownership, improving animal health, and reducing abandonment and neglect.
